Governor Andrew Cuomo announced the Excelsior Scholarship in April, providing tuition-free college to New York's public colleges and universities.
To qualify for this scholarship, a student must be a part of a household that makes up to $125,000 a year. The plan will be phased in over three years, beginning with the school year that starts this fall.
