A City of Tonawanda man was arrested after smashing the windows out of his brother's car.
Police say Patrick Kpaka, 23, smashed the windows with "paver rocks" because his brother owed him money.
According to officers, the car was parked in the victim's driveway and Kpaka fled the scene after breaking the glass.
Officers say they found Kpaka in the downtown area and arrested him.
Kpaka admitted to officers that he broke the windows, "because my brother owes me money and has not paid me."
He was charged with criminal mischief.
