The mother of 14-year-old Joe Phillips sent 7 Eyewitness News an email today accusing two other young teenage boys of bullying her son then leaving him to die inside the massive fire at a Lockport tire recycling plant in early August.
It is the first time that the public has heard from the deceased teenagers family since the devastating fire that forced evacuations and took over 250 firefighters to put out.
Fire investigators concluded that the fire at High Tread International was intentionally set and juveniles are suspected of being responsible.
But will anyone face criminal charges for the arson?
