These charges stem from last week when police responded to a home on the first block of 15th Street. Inside, investigators say officers found three children, ranging in age from one to three, lying on a couch cushion on the floor of the living room. Two of the children were naked. The third was wearing a diaper "filled with feces and urine," according to police.
Detectives say the temperature inside the apartment was at least 90 degrees. Dirty diapers, old boxes of take-out food and broken glass were littered throughout the home.
The mother said Tuesday in court the kids are now staying with their grandmother.
